Political Declaration of the XI International Conference of Marxist-Leninist Parties and Organisations

In October there took place in Europe the XI Plenary Session of the Conference of Marxist-Leninist Parties and Organisations, with the presence of the following delegations:

Communist Party of Germany (KPD)
Revolutionary Communist Party of Brazil (PCRB)
Revolutionary Communist Party of Volta (PCRV)
Communist Party of Colombia Marxist-Leninist (PC of C (ML))
Communist Party of the Workers of Denmark (APK)
Marxist-Leninist Communist Party of Ecuador (PCMLE)
Communist Organisation October of Spain (OC October)
State Committee of Communist Organisations of Spain (CEOC)
Communist Party of the Workers of France (PCOF)
Organisation for the Reconstruction of the Communist Party of Greece
Party of Labour of Iran (Toufan) (PTI-Toufan)
Communist Party of Mexico Marxist-Leninist (PCM (ML))
Marxist-Leninist Organisation ‘Revolution’ of Norway
Communist Party of Labour of the Dominican Republic (PCT)
Communist Party of the Workers of Tunisia (PCOT)
Revolutionary Communist Party of Turkey (TDKP)

At this meeting a sum-up was made of the activities decided on at the previous Conference held in Ecuador, related to the publication of the journal ‘Unity and Struggle’, Organ of the Conference; the successful holding of the Ninth Seminar, Problems of the Revolution in Latin America; the Trade Union Meeting of Latin America and the Caribbean held in the Dominican Republic; the development of the campaign of solidarity and for the freedom of the communist and revolutionary leader of Colombia, Comrade Francisco Caraballo and other actions designed to push forward the presence of the Conference of Marxist-Leninists in all regions.

The Conference was also able to analyse and emphasise the importance of the victory of the NO in the referendum on the Constitution of the European Union in France and the continuation of this victory in Holland. It considered the need for the Marxist-Leninist parties and organisations, together with the working class and the democratic sectors, to develop a firm opposition to the neo-liberal politics and to the attempt to construct an imperialist bloc in this part of the world.

We Marxist-Leninists denounce the aggressive and brutal politics of ‘fortress Europe’, which is continuing to massacre immigrants from the countries of Africa as well as in Ceuta and Melilla, men and women who have left their homelands to try to escape the precarious situation that exists in their countries, due to the domination of imperialism.

One must emphasise the intensification and deepening of the crisis that the system of imperialist domination is undergoing and the generalisation of the anti-imperialist struggles of the workers and peoples in Latin America, Africa, Asia; the rejection by the peoples of the world of the local reactionary wars, of the terrorist, criminal, and aggressive actions of imperialism, mainly U.S. imperialism.

The opposition of the working class and peoples to the neo-liberal, privatising and anti-popular policies of the bourgeois governments in the service of world imperialism is very important, as is the need to oppose the organisation and combat of the working class and peoples to these designs against humanity, pushing ahead the perspective of revolutionary social change that we Marxist-Leninists present as the way out of the general crisis of the world capitalist system.

The Plenary Meeting of the Conference expressed its solidarity with the heroic resistance of the people of Iraq against the occupation of the Yankee imperialist troops and their allies; it also warmly supports the struggle of the Palestinian people for their national rights and against the aggressions of Israeli Zionism, supported by U.S. imperialism. In the same way, the XI Conference rejects the war-mongering threats that the Bush regime has directed against Iran and Syria in particular, revealing its domineering and criminal nature.

The XI Plenary of the International Conference of Marxist-Leninist Parties and Organisations discussed and approved a Tactical Platform that serves as a general guide for the practical politics and actions of its member organisations and of the advanced sectors of the working class and peoples against imperialism, the monopolies and all world reaction, as a tool that should guide, in the specific conditions of each country and each moment of the revolutionary struggle, the actions that the revolutionary parties and organisations should push forward for the unification of the struggles against the enemies of humanity.

The Conference has decided to confirm the exclusion from its ranks of the Red Flag Party of Venezuela, since this organisation has persisted in its activities in the service of imperialism and the reactionary sectors, which are opposed to the democratic and popular process that is unfolding in that country.

Furthermore, in this plenary meeting of the Conference, we have also agreed to a series of Resolutions and Tasks relating to the continuation, growth and ability in the struggle against imperialism, the bourgeoisie and world reaction, to continue in our struggles for the revolution and socialism.

We will meet again in another part of the world to confirm our commitment to continue in the struggle for the emancipation of the working class and peoples.

Message to the Iraqi Resistance

The International Conference of Marxist-Leninist Parties and Organisations
XI Plenary Session
Europe – October 2005

To The Iraqi Patriotic Alliance and the entire Iraqi resistance

The International Conference of Marxist-Leninist Parties and Organisations hails the patriotic and heroic resistance of the Iraqi people against the US imperialist occupiers and their collaborators.

Your heroic struggle has the active support of communists and Marxist-Leninists worldwide. The interests of the occupied and oppressed peoples, the working class and the forces of resistance against imperialism, are united in the fight against the attempt of US imperialism to conquer and suppress the world.

For the workers and peoples all over the world the freedom and success of the Iraqi people and their resistance is a matter of the utmost importance. Your brave struggle will give the US imperialists and their Quisling collaborators in Baghdad a crushing defeat. The popular Iraqi resistance is in this way not only fighting for themselves, but also in the direct interests of other peoples threatened by the US empire and its ‘pre-emptive’ wars.

Glory to the Iraqi resistance!
Free Al-Jabbar al-Kubaisi, leader of the IPA, and all political prisoners!
Down with US imperialism and their collaborators!

Resolution of the International Conference of Marxist-Leninist Parties and Organisations on the Conditions of Life and Work of the Working Class in Iran

The XI Plenary Session of the International Conference of M-L Parties and Organisations energetically condemns the reactionary attitude of the Islamic regime of Iran; supports the struggle of the workers, under difficult conditions, to obtain their legitimate demands:

The Conference calls on the whole Iranian people to support the working class in its struggle for their legitimate demands.

The Conference assures the working class and people of Iran of its firm support in the struggle for the defence of their national sovereignty, to resist the aggressive activities of U.S. imperialism and its allies against Iran.

Communiqué of the International Conference of Marxist-Leninist Parties and Organizations on the Situation in Tunisia

Since October 18 comrade Hamma Hammami, spokesperson of the Communist Party of the Workers of Tunisia (PCOT), has been taking part in a hunger strike together with six other leaders of political parties and associations. This strike is taking place in a climate characterised by the intensification of repression in Tunisia.

There are three demands of this strike:

  • Freedom of organisation for and political parties and associations.

  • Freedom of information and of the press

  • General amnesty in Tunisia.

  • The strike is being supported more and more; it is developing and being transformed into a broad political movement against the dictatorship.

The Conference of M-L Parties and Organizations shows its solidarity with its fraternal party, the PCOT, and with the Tunisian people in their struggle against the dictatorship and for political liberties in Tunisia.

The Conference energetically denounces the support that the dictatorial regime of Ben Ali enjoys from the imperialist powers of the U.S. and Europe, at the moment in which those same powers are not hesitating to declare wars under the false slogan of defending freedom and democracy.
